Claiming a disability benefit for people with mental health conditions

People with a mental health disability can review their eligibility for a disability benefit from the National Insurance Institute.

This is the first stage that needs to be done, even before the claim for the benefit is submitted. Every Israeli resident over the age of 18 and until retirement who have a mental health disability can check whether they are eligible to receive the disability benefit. This eligibility is contingent on several criteria established by the National Insurance Institute.

If you satisfy all of the eligibility criteria, you can attempt to receive a disability benefit due to your mental health disability. To receive a benefit, you must first submit a claim with the National Insurance Institute. To do this, complete the online form and send it along with the required documents.

  • The opinion of a psychiatrist or psychologist, or one issued by a social worker.
  • Summary of hospitalization letter (if exists) and any other medical document that is relevant to your medical issue.
  • Medical confirmations for every other disability you may have (if any).

Once the National Insurance Institute receives your claim, it will invite you to a medical board. On the day of the committee, you are expected to meet with a specialist to determine the amount of your disability percentage based on several criteria, such as your medical condition, your mental and social function, your ability to work, and the need for supervision. Another person is expected to be present at this meeting to record what was said in the conversation and to ensure that your rights are protected. Eligibility for a general disability benefit will be granted based on the amount of medical disability determined for you.

Important to know: before the medical board, you can utilize consulting and orientation services free of charge at the Yad Mecavenet centers. The service is provided by a professional medical team and includes assistance in preparing your medical file, an explanation of the treatment process at the medical board, personal guidance regarding the desired conduct at the board, and personal guidance via video call. In addition, if it is difficult for you to deal with the situation, you can come to the board with a companion on your behalf who can assist you in mediating with the board officials.

If the medical board establishes your disability percentage at a level sufficient to receive a benefit, your degree of incapacity will also be determined—in other words, to what extent your impairment affects your ability to work and earn a living or learn a new profession. The amount of the disability benefit to be established for you will be based on the level of incapacity that was calculated.
