Rehabilitative Community
A rehabilitative community is a service that provides people living with mental health conditions with ongoing support, rehabilitation, and individualized care tailored to their needs—available 24/7. Care is delivered by a multidisciplinary team of mental health professionals who are trained and experienced in working with people with mental health challenges.
The goal of this service is to provide a stable, supportive environment that can adapt to each resident’s changing needs over time. The rehabilitative community is part of the national program to help people transition from inpatient facilities to community-based housing.
Who is the rehabilitative community for
This framework is intended for individuals living with chronic mental illness who have experienced long-term hospitalization or have had difficulty integrating into existing rehabilitation settings, such as hostels.
Main characteristics of the residents
- Have a low level of functioning.
- Have medical conditions that are not defined as requiring nursing care.
- Require intensive support without the need for hospitalization.
- Need guidance, training, and supervision in daily living skills.
Models of rehabilitative community
There are two models of a rehabilitative community, each suited to residents with different needs:

Rural model
A facility located in a large, enclosed external compound with gardens and wide-open green spaces, providing ample room for residents to spend time outdoors. Suitable for low-functioning residents who require support and supervision within a setting that includes controlled entry and exit.

Urban-community model
In this model, residents live in a main building with controlled entry and exit, alongside other apartments. Designed for low-functioning residents who are capable of accessing and using community services.
Admission process to the rehabilitative community
To assess eligibility for the service, the professional supervising you will submit the following documents to the main office of the Mental Health Division at the Ministry of Health:
- Medical, nursing, and psychiatric information updated within the past three months.
- Updated functional status report.
- Relevant reports and assessments of the resident, such as summaries from previous facilities, medical reports, social work assessments, psychological evaluations, vocational assessments, and similar documents.
These documents will be reviewed by the main office of the Mental Health Division at the Ministry of Health to determine whether the individual meets the eligibility criteria for the rehabilitative community.
Decision on admission to the rehabilitative community
If the individual is deemed eligible, a written referral will be sent in advance to the members of the Decision and Screening Committee at the main office of the Mental Health Division, along with a recommendation for acceptance into the service.

As part of the decision-making process, the following factors are considered:
- Compatibility with the mix of residents in the rehabilitative community.
- Consideration of the family’s place of residence.
- Other significant factors relevant to the resident.
The decision is made in consultation and agreement with the facility designated to admit the resident.
