Special Services Benefit from Social Security for People with Disabilities
People with disabilities who need help with daily tasks or who are a high risk to themselves or others are eligible for the special services benefit from the National Insurance Institute.
If National Insurance says you have a mental health disability and need daily help or constant supervision, find out if you can get this benefit.
Eligibility
People over the age of 18 and up to retirement age who need close supervision to keep them from hurting themselves or others or who need help with daily tasks like eating, dressing, bathing, moving around the house, and keeping themselves clean can get the special services benefit.
Several other groups are eligible to receive this benefit, such as dialysis patients who receive treatment at least twice a week, organ or bone marrow transplant recipients, and oncology patients who receive medical treatment on the list of the National Insurance Institute (Hebrew).
There are several other criteria, too.

How to apply
There are several ways to submit claims for the allowance:
- Fill out the online claim form (in Hebrew) on the National Insurance Institute website.
- Fill out the manual claim form (Hebrew) and send it through the website (Hebrew), the mail, fax, or the Service Box at the National Insurance Institute branch closest to your home (Hebrew).
- Apply with help from the National Insurance Institute hotline at *3928. The representatives will help you complete the documents and submit the claim.
- Patients who are in the hospital can file the claim with the help of the medical center's social services.
Make sure you attach the right medical records and pay confirmations from the past six months to the claim form. Anytime someone other than the claimant sends in a claim, they must include a power of attorney, a guardianship order, or a court ruling.

After you file the claim, the National Insurance Institute may ask a medical board to examine you. People with certain serious medical conditions can have their claims processed faster, usually within 30 days.
Figuring out how much the benefit is
The person's daily activities will determine how much the benefit will be. We use a unique scoring method known as the dependency test to determine this. This test basically checks how much someone needs help with things like getting around the house, bathing, dressing, eating, and personal hygiene. It also assesses the level of close supervision required to prevent harm to oneself or others. It also considers the need for assistance in the home. This includes help with things like making meals, using electronics, house maintenance, taking medications, grocery shopping, and making formal and financial arrangements.
We give each measure a score based on how well it matches the applicant's medical disability-related limitations for the benefit. Finally, we assign a score for the dependence test. The higher the score, the greater the benefit.
